He's going about it completely wrong. If the baby wakes, let her alone for 15 minutes. She'll go back to sleep. The "derailing our dinner plans for an hour or more as we labored to get her back to sleep" is the tip off. The best way to get a kid to sleep is to let her be. By "laboring" to get her to sleep, all you are doing is telling her that if she wakes, she'll get your attention for an hour. In effect, you are encouraging her unwanted behavior.
